How to make LEVEL 21 SKILL GEMS with quality 20 in Path of Exile

Can I orb the gem on lvl 20 with quality 0? Why I need the gem quality to 20?

Does the quality also work for max lvl awakened gems?
So that would be only lvl 5.
I know vaaling can increase their lvl to 6.

I did the vaal orb on my +20 percent quality level 20 gem and all it did was turn it into a corrupted vaal version. Did I do something wrong? Does this not work for crucible? I am new here.

i put the 20 gem in the sell with the prism and it offers me garbage

is 20% Quality better then normal Gems but why ?

...So many hours wasted, I had no idea socketed gems in weapons you aren't using would still level up!
