Very interesting movie. I stumbled onto this one by accident. The area has changed completely by now and the bridge has been completely reconstructed. Furthermore the line to Arlon got itself 2 dedicated tracks which in the beginning were electrified with 3 kV DC until the Luxembourg Gare train station so no voltage switches were needed for trains coming from Belgium. A few years ago, they re-electrified Luxembourg Gare to just outside Arlon to be fully 25 kV AC 50 Hz and now they're upgrading the line further into Belgium (to Librament) to 25 kV AC 50 Hz.

The Belgian 3kv DC is no more between Luxembourg and Kleinbettingen, whole line is converted into the standard 25kv AC so likely this pantograph action will never happen again, 25kv AC only and multi system locos and units will just pass this area with their pantographs up

So the pantograph is lowered while the change is made on the train and over the point where the line voltage changes. When the correct voltage is selected the pantograph can be safely raised
