Would need every single section to be perfect or a mach one train is gonna run into a mass of air like it's water. If anything fails and it comes out of the tube. Basically just launch a train as fast as your scream to get out of the way reaches those in front outside.

Elon Musk might have mentioned the name hyperloop in 2014, he is not the originator. The concept hAS BEEN AROUND FOR AGES, and from different people it means different things, only the loop shape is a common feature in all these different methods.

Based on official figures, deaths per day due to work-related accidents in USA is 13 but China is 75 (should be even higher because China govt always covering up).
Any civilized country just couldn't accept such high casualties in exchange for pride of a political party.

Well 9 minutes doesn't seem like a big improvement compared to the existing 30 minutes travel on a high speed train between shanghai and hangzhou.
That said, it is still exciting to see such thing happen. China is not going to call this thing hyperloop, nothing fancy when it actually happens, just something practical, so it doesn't have to be vacuum, it doesn't have to be maglev, and it needs to be able to carry many people, and the building cost has to be reasonably cheap, and there are multiple tech directions for different target speed. Chinese won't do PR stunt like Hyperloop One, instead multiple companies compete in this industry to see who can provide the most promising solutions. It is already started, come back in 20 years to see how much it will be.
