I'd put Crawford's leader at number one personally since his whole system is that he only keeps those who are capable (probably assholes like him) around which means he has probably slaughtered lots of innocents including children just because they're not strong enough.

I disagree with the St Johns being so high up I'd put them around 9 or 8. Because I don't think they are genuinely evil they're just messed up in the head and believe eating people is the only solution.
