I'm going to add one that wasn't there: Lucifer. It's not a "Romance TV Series," but there is an epic romance at the center of it. Everything else revolves around that relationship. I would certainly put it in that list.

Outlander should have definitely been number one!! It’s my favorite romance show of all time, with superb acting and an awesome storyline. I have seen hundreds of romance movies as well as romance-series and Outlander is definitely my favorite.

I would put OUTLANDER, at number one, POLDARK, at number two, A DISCOVERY OF WITCHES, at number three, DOWNTON ABBEY, at number four, :-),
