Goods Seized By U.S. Customs - What Are My Options?

I am an overseas seller and I have a package that is retained by FDA customs, and they won't release it to the costumer supposedly because the item is prohibited to enter the US according to the FDA. However the client wants a full refund, so what are my options to get the shipment return to me so I can give my customer a full refund????
