This is largely cultural. I had an Ethiopian friend who actually ran away from home and voluntarily had this done on herself.
She was a teen at the time, and no one forced her. She saw it as a way of preserving her chastity.

Don't forget this happens to guys when they are still children which is similarly barbaric yet it's still considered okay in most countries.
