"Complete" but not perfect as the implication seems to be. The soul is perfect only when in the Highest heaven, with God. The soul that is about to incarnate is incomplete (with the very rare exception being an incarnating Avatar) by the very fact that it is about to be incarnated i.e. perfected during the incoming lifetime.

Btw, the soul, during pregnancy may be conscious OF the surounding physical world but it starts its conscious life in (!) this physical world not at conception but at birth when angels (to use the western religions term) cut off the newborn's direct astral bond to the heavenly world.
