It's there something called DynamIc Vision that allows the person with this skill to better perceive fast moving objects?

This is mostly something in China, but you can supposedly train the ability by being put in a fast moving spinning machine and practicing keeping your focus on a stationary object outside of the machine.

Exactly what kind of spinning is necessary, I am not sure, but I have heard stories that it's fast enough to make you puke, everytime.

The point being... That other than visual clarity, there are other skills and abilities you can develop with your eyes. Nothing crazy like looking at the crack of dawn to cultivate shooting fire from your eyes... But something a martial artist or soldier would really benefit from all the same.

I'm guessing the second part of the test must have to do with the speed of neural stimuli between the brain and the visual cortex. I've never had an optometrist turn my head side to side like that though. With 20/8 VA, I usually can exceed beyond the bottom line of most charts.

What is the ideal size of chart?

Thank you for sharing this video.  As an FYI, this eye chart may not be ideal.  In addition, 2Hz, as stated, is the correct speed for the head movement.  However, this video appears to demonstrate the head moving greater than 5 Hz.  Finally, the neck should be flexed 20 degrees prior to doing the test.
