I have a new theory, the reason why Shanks wants to gain the one piece is to promote the new generation like Roger and he will let the world government execute him after, this ties in why he has such a good connection with the world government as he is just one of their pawns. In addition to this why would shanks just start going after the one piece. He must've heard that Luffy lost alot of his life span and Shanks thinks he might die in the battle of the One Piece from over exhaustion which is the reason why he decided to go after the one piece himself.

Its impressive how Shanks doesn’t have a Devil Fruit, only has one arm, yet still rules as an Emperor. My guess is Shanks is a Celestial Dragon who just doesn’t want to be one but has the rights to go back and forth to Marijoa like he did that one time.
