Just playing devils advocate. The guy seems to have anger and aggression issues. They are in a tense, high adrenaline situation. The guy being arrested was resisting and the female officer for some reason thought it was a good idea to run up on the male officer and pull him back. That is startling in a situation like this, it’s a fight or flight response.
