You could have just did the first 2 quests and let the dragon kill a guard. Then you get his outfit.

The security in Whiterun is terrible. Shameful is what it is

Only you would roleplay as a guard and then skip the real investigation quests, like the Butcher or Cidna Mine.

as a security guard, i spend my time antagonizing people out of boredom. You'd be surpised at how fun it is to rile people up; vey similar to petty high school humor. Ah, those were the days.

Again this should have actually been a quest line. It seems more like something that you would see in Oblivion rather than Skyrim but still.
