Jinbe, of course, was there. If he wasn't, we would have lost our protagonist. Jinbe saved Luffy's life multiple times.

If the fight with Luffy is Usopp’s biggest regret, then it cheapens his character growth. I think his biggest regrets are much more than that. Ofc it sucks having to fight a friend, but as individuals that just isn’t in the biggest regret category. Especially if Luffy and his friendship grew from that.
