Some families don't need persuasion to give false alibi to a family member. He was operating in an area of not very good police detective, which is why he wasn't caught sooner. You can see time and again the value of a good police officers in catching killers. Sometimes just because they were suspicious and decided to check something

It appears to me to be poor detective work to not be able to follow up on the ATM withdrawal(s). They could have used that transaction information to eliminate suspects and cross reference alibis. With clever questioning, you can trap liars.
Asking for detailed information ASAP where everybody in the area was during the transaction date/time and eliminating them from the list. If integrity is so low in that area with that society then family/friend alibis are the weakest. If it happened during the day fairly easy to prove those who are employed in certain types of work whereabouts.
16 years for 30 robberies and one armed robbery only serving 10 years. Extremely lenient but America does the same.
I spend a lot of time in the UK from 2005-2010 and often read the crappy newspapers there. The criminal justice sentencing was amazingly lenient IMO (I am American). E$ach robbery should have resulted in one year in prison, and the armed robbery should have resulted in 10 years. All sentences to run consecutively. That being said criminal sentencing in the US is very lenient at times even in so-called red states because they don´t want to to fund the criminal justice system and build more prisons.
Donald Trump knows how weak the criminal justice system is. Hopefully, someday he is held accountable.
