The procedure to apply for pardon from the governor is unconstitutional. Every man and woman has the right to cl the bond for the charge. There is NO limit on compensation. File against the city, County, and state under Admiralty Law.

What I dont understand is that she picked up her four year old neice from Kentucky, the little girl was obviously injured in Kentucky but investigators didnt investigate the family the child had stayed with in Kentucky.
