They don’t want to pay for the indoor spaces and some spaces don’t want to host them. They also have a preference within the campaign for outdoor spaces. They were advised some time ago about elevated threat levels of outdoor campaign stops and ignored the warning. They are a massive potential damages liability and everyone knows it.
