Any advice for someone who did not hire their employee?  I have inherited a group I feel do not have the willingness or aptitude.  The training is there and available.  This is a public service job and many of my workers are here for a paycheck and union makes it very hard to move them.

  Good points Patrick! Responsibility is a big deal. When I was in the Army during my national service in Europe, and was being trained as a Sergeant, we were told to ASK OVER from the person to whom you are giving an order - what did they understand?
  Most of the time people miss something, and cannot retort back to you what they need to do. Asking over is an excellent way to make sure that everything was understood, when giving a task.
  I have worked with some monster bosses, who withheld information from you as they are giving you a task. Enjoying making everything difficult for you, or impossible.
  The WILLINGESS to do a good job is DEEPLY dependent on the Inner Climate of the Workspace. When the boss is an a-hole, it just completely ruins everything.
  The negative bosses that I have worked with have been totally Immature in their Character development, like Bullying little kids, who emotionally and without taking responsibility are trying to run a company, getting away with it only because their dad is the owner.
