how to fix my pc problem where if I close task manager my cpu goes t o 100% and stays at 100% but when I keep it open it goes down to 17% help me pls

When i open Task manager.
CPU
RAM
GPU all under 5% usage.

When i run games it's never above 38%

What should i be looking for?

Used to be going to 100% All the time now maximum 40%

Thank you changing the power plan from balanced to high performance made my cpu usage go from 100 to 10

my computer could run one thing and have 47% cpu now its like 9%

Very usefull info, however my idle cpu usage is 100% high usage apps change.... apps such as google chrome on facebook will have a high%... then itll change to another app ud expect to be low usage... but the top part constantly says 100%

My base speed for the CPU is 1.9
When I plug in the charger it goes to 4.5 or above is it supposed to happen because just by plugging in it overheats in 30 seconds

I don’t have many issues since I’ve restarted windows. But there is a thing that bothers me very.
It pops up while playing GTAV on FiveM. Just there, on every other games no problems, even on high settings.
The message ‘’Low system performance detected. Windows API took long recently and led to a game stutter. ‘’ Thats very annoying dinc it happens only me playing on fivem.
