Maybe he is saying about better upgrade ability, for if you want ever think about upgrading from a budget to a high end setup in the future. But all things aside I got an 850w psu with a ryzen 2600 and rx 7600. It gives me plenty room to upgrade and swap parts without bombarding me with the price of a quality psu

Bro might be on to something. I have a top tier intel cpu and a high end gpu, system pulls over 700w steady at times. I don't have accurate enough measuring devices to know what the spikes are, but I'd bet they approach 1000w.

Arrow lake which is the code name for intel 15th gen will actually have lower power consumption. So you won't need high watt psu even in the future. All gpu and cpu's of all the company will keep on using smaller and smaller nodes in the future. So high psu is stupid.

Well Its always better to overshoot the psu and have it under less stress. It will be more quieter, and wear out less and it will leave room for upgrade (like more disks, fans, it will have more conmectors). Also most of the psus have higher eficienci at 50% usage.

If you dont believe me, search 80 plus standart. In article from wikipedia look for Eficienci level certification.

A high end pc back in 2012-2014 would probably need that much wattage. Luckily, now this day and age, CPUs and GPUs don’t use nearly as much wattage as they used to.

He's not really wrong. Going with 1000w would be my recommendation as well for anyone in the process of building a PC. That way you're future proofing yourself a bit since the new GPU's are very power hungry and also you can overclock all you want without worrying if you'll have enough juice for it.
