Actually Georgia does have a pretty decent strategy. When you found your religion, if you get Papal Primacy you can easily convert every city state to your religion, thus basically just sending double envoys everywhere. You can use this do easily get a diplo victory.

Saka archer aren't that bad to be fair. They can be quite useful to poke the enemies unites to give + 5 combat str to your light cav on them. And the Sake archer is easier to make than archer since it cost less production total the cost is mainly in gold. + 4 Movement is a bigger deal than ppl think. (sure only 1 range but it just a super good unite to deal with early barbarian mix with a light cav. (1 poke fork Aka than light cav go in.) it protect alot of land for quite a long time. Mix with there heal on top)

Preserves are also fantastic for Inca since Mountains are always Breathtaking and can only be improved via Mountain Tunnels or Quopaq Nans
