I could understand having to do things yourself early in the quest line when it's pretty much just you and Garvey. But once you got like 3 thriving settlements you should have to option to send a detachment of Minutemen to solve problems. Those detachments should be able to Fail too, which could lead to Raider settlements rising up independent of the Nuka World gangs. But that would make Bethesda put in effort and they haven't wanted to do that since Skyrim.

Fr. The minutemen did nothing to help you for most of the main story. Only time they helped was when you needed to clear out the fort full of mirelurks and at the very end when you destroy the institute
