He's clearly trying to be able to claim to his insurance "We settled on the scene" if it gets reported - even if you don't want to sue, at least make sure that the insurance company has a proper report of what happened. Drivers like him need to keep getting reported so their insurance eventually hits the point of being too expensive, either it clicks and they start being a lot safer or it doesn't and they start to rack up fees, if not jail time/losing the license.
