He's simply deducing this.

My theory on Dennis is that he’s not a serial killer, but he WANTS everyone to think he’s a serial killer, maybe even encourages this idea, because he likes the fact that people think he’s capable and enjoys the mystique. And also he’s probably not an actual serial killer because I can’t imagine Dennis even taking the time to hide a body or anything, I think he’d be really bad at it, but just imagines he’d be the most successful serial killer of all time if he ever tried.

Between the lack of empathy and the overabundance of narcissistic tendencies he's not a psychopath he's a sociopath. On the same level as Theodore Bundy.

"Running gag" I understand the aspects specific to Dennis, though compare Always Sunny to any other show or movie or real people, and all the characters are complete psychopaths(which is what makes the show good, though the title is kinda silly).

The thing about psychopathy is that it's not something you develop. You're born with it. Dennis isn't a psycho in the true name of it, he's someone who's been taught to suppress their emotions and figured it wasn't a bad thing to do that. All he operates on is singular desire, there's no form or reason to it like any other psychopath. As funny as the gag is, in reality Dennis would be the most tragic, reprehensible person you met. Either that or he's an unhinged sociopath and I'm looking too deep into other people's use of English.
