A little noted and appreciated fact about Bach- he elevated the "sequence" to such a degree that sometimes it was the featured climax in a composition. 7'18" is such a case. Also worth noting is the chromaticism of the theme and its harmonic implications not heard again until Wagner. As Pablo Casals said- (paraphrase) Everything before Bach led TO him, everything after Bach came FROM him. Of course not entirely true but it is true to an extent and fascinating to ponder.
