Sounds like some already misunderstand the Bill, it's not near the roadway, it's on the roadway. Medians and where people drive. That is a safety concern.

If it was really about safety and not harassment of homeless people they would do something about idiots riding bicycles in the roadway millions of greenways around yet people persist in riding something with a 20mph speed differential in the roadways
