This stuff happens all the time there. It is currently run by sadists with power. A lot of decisions are not economically driven (to create fear and heirarchy). They realized that cutting through the knee isn't a good option and too much of a request it is not able to be fixed but they refused to change their request as a way to save face. They actually thought the product was good and would do well on the consumer market. The product was ready then and a lot more durable than regular tires.

Hang on us Brits had done this (laying the matting ) back in the 70’s for the Harrier force. The Royal Engineers used PSP (Pressed Steal Plate) already linked together in a roll place on the back of a 4 ton lorry with a guide at the front which was fitted just before laying the PSP roadway down to act as a runway for the Harrier to take off from. They fitted the guide then positioned the lorry at the start of where the runway should go and swivelled the roll round, they would then pull and unroll the PSP over the guide to under the front wheels. When everything was checked the driver would then have to accelerate to optimal speed and unroll the PSP along the designated track and stop as soon as the unroll had completed. The RE’s would then move in with the steel pins to lock and anchor runway in place. The next iteration was replacing PSP with PAP (Pressed Aluminium Plate) for a lighter more stiff runway. The German Bunderswier obviously came along and carried on to the next iteration for general heavy vehicle use and remounting the roadway on the lorry in a different way. Brilliant but not the first.

theres a reason Halo uses Military equipment for the UNSC that is highly comparable to modern day tech. that shit works, take the Warthog, its essentially a souped up humvee, easily deployed, the Pelican is essentially a MV-22 Osprey, slightly smaller internal capacity to allow for sling loading, and in the realm of Halo, orbit Capable to be deployed from the Fleet either in Space, or in Atmo, which is essentially analogous to modern day amphibious operations. the only one that really sticks out is that Tank, the Scorpion, there ain't really anything in today's Military's that it can be compared too
