Sir betterment form fill nahi Kiya aur direct cap 2 ka form fill Kiya ho to kya hota he

Sir after cap round 1 i got a college which was at 33th preference number. But didn't wanted that college. So i did nothing and filled the form of cap round 2 directly and ain't got result of my cap round 2, is it compulsory to fill the form of betterment to be able to apply for cap round 3 please help me sir. Please reply.

Sir are we allowed to chose other colleges for betterment or we have to go for ones that we chose in preferences...?
