not shm cuz restoring force is absent . For SHM at every interval acceleration is towards mean and here you see spring is applying force in direction of motion so after it crosses the mean position accleration should have been towards mean but it is in forward direction. hence it is not shm .... also 1/2mw*2 A*2 is also not conserved.

Because
In circular motion there is a fixed circumference and a object moves on it
But here the circumference itself moving and there is no object continuously goes on the circular path
So
