The two books use two spells. The flying page uses the Accio spell. The one at 8.17 he uses revelio to show the scroll before collecting it. So they are two different collectibles I assume.

A lot of the Harry Potter series and lore takes inspiration from Arthurian legend. Thus it would make a lot of sense for them to draw a bit more from that, especially as they have tried to distance themselves a bit from the author.
