It came about as the american mother of a child of Royal decent (but thevchild was ametican having bern born in america to an anetican) moved to America and soon after it became known the child would be receiving a royal title. Congress passed the amendment saying an american could not accept a royal title or hold one or use it unless they gave up their US citizenship orvtgey could give up the royal title. Now theircare some titles given to americans that do something great for another country, pethap a grwatninvention or life saving medicine etc. or to actors etc, such as knighthood but those are not titles of Royalty such as was given to Meghan and her children.
Now this amendment had to be ratified by the majority if the the starte and just about every time all existing states had ratified it with a majority, a new state or states came up to be joined to the Union, which had to be dealt with by congress as a first order of business, when that was done the amendment had to then be ratified by the the new states.

This was during a time when territories were very busy laying out and forming states and working to join as a member state of the US. During this time, thing changed for the mother and child and issues back in the countrynof origin and the mother moved back with the child even before he was granted then title. About 26 states had gone through the ratification process and a majority had ratified the amendment but with new states coming along so quickly and busy with their own constutution and laws and given the cost of the ratification process, since the person with the rotal title had left the US,vand this amendment had no expiration date, it was decided to simply shelve it pending a time after admisson of all the states coming along had bern admitted.

Since no others with Royal titles have come along, it's not really been urgent to get the other 34 states to vote on ratification.

Prince Harry, nor anyone with a royal title, can become a US citizen unless they give up that title that had taken care of the issue for the most part until Meghan accepted a foreign royal title and then insisted het children be given toyal titles.

As for her children much depends on whethervthe titles are in effect when granted or not until age of majority, but in most casesvit would be up to the parents whethervto give up the US citizenship or not. Since they have dual citizenship , givjng up the US citizenship to keep the titles might not be hard, but to be in the US they would then need Visa's.
