Other Transactions - More than just Consortia

Richard Dunn, former DARPA General Counsel, discusses the limitations on thought within the DoD to conceptually understand and appreciate Other Transactions authorities. Leadership continues a business-as-usual attitude even when using authorities that allow for innovative business arrangements and approaches for advancing the state-of-the-art and development of new capability. They continue to ensure, going against Congressional directives, that the warfighter, Nation, and taxpayer get less and less at greater expense.
