International phone numbers validation using libphonenumber for PHP

Question : Can I validate a Number if I do not provide the country code? At the moment, when I try to do the same, phoneutil.parse method throws the error. As I am passing the region as “UNSPECIFIED REGION” as second parameter to the parse method. Kindly Help.
