Why is nobody asking the big question? Why would the government and presumably focussed on the military with all present information, conduct an active campaign to suppress reports and discourage the public from looking further. It's an easy answer. The group that has all the information wants to be the first to make contact and they have been failing in doing so. They can only work to hold everybody else off using their bag of tricks to buy time to complete their goal. First contact means a higher likelihood of success in being an ally and getting something from that relationship that can be used to gain an advantage over the others that didn't get there first. This explains how we got where we are and it most importantly shows that the ones engineering this are failing up to this point. I would be happy to manage this if the government wanted to hire me and I'd never talk about it.
