Easy answer, for Chinese ships. Chinas ship defense is mostly Russian copy and therefore crap, which means it will have issues with such missiles. The only question is, which launch platform is the feasable one? Because I don't see how Vietnamese ships could carry them?

Its not Vietnam its China purchasing it through Vietnam.. They wanted to study it's capabilities & producing to counter it.

Vietnam want it ,bring to their misile factory, open it,they see what inside ,so they can make their own misile,
