The garter stitch creates a moderately stretchy and reversible fabric. It's a 1-stitch repeat and by far the easiest knitting stitch pattern for beginners.

Cast on as many stitches as you like with a longtail cast-on
Row 1: Knit across all stitches
- turn the work around and bring the working yarn to the back again
Row 2: knit across all stitches

So, in knitting, garter stitch means knitting across all rows and stitches.
