you forgot to mention not all are like that

If your fan has sealed plastic, then start thinking in replacing it. Because those fans were not designed to be opened. Most of these fans are the ones that came with the case. Yes, you can oil it with WD-40 but is not ideal it because the noise will be returning very soon and it isn't a proper way to grease a fan.

Can you rewind it? Make it spin 10x faster.

Mine doesn't even have cap on the back, bust a hole, still can't remove the blade. That's what you get when buying a cheap product from China

If the fan has failed, buy a new fan; they are not expensive.

For everybody's knowledge there are lots of different locks. You have bad luck if your fan has the metal lock (it's like a piston ring for the gear heads out there). You need precision tools to undo the lock, let alone assembling it back. I've been dealing with these fans from centrifugal blowers, PC fans to industrial grade ones (5V, 9V, 12V, 24 DC, to 110 and 220 V AC).
