There is a fance on the beach at the border between Poland and Russia and you can walk up to it. No problem as long as you don't cross it over to Russia. No border guards there, only you can see some sort of watch tower in the distance on the Russian side.
Lots of people there on the Polish side in summer, but no one on the Russian side.

I'm Polish and I think you're right about Poland in both of your videos. However during last decades I've seen changes for better within mentality and infrastracture and I hope it's going to continue. So in conclusion, still not perfect place and some things has to be improve.
