You answered your own question. You cannot stop it. prohibition does not work. If drugs were legal, the price of regular opiates would come down, you could even have doctors prescribe them. The only reason people are doing fentanyl is because it's cheap. If oxycodone were legal or better yet prescribed to addicts who don't want treatment, it would be cheap enough to afford without users having to commit crimes, they would get a perfect dose, and wouldn't die. I'm not saying drugs are good but some people genuinely need them. Some people cannot even get a doctor to give them the medication they desperately need. The government is so tough on doctors that they are afraid they will go to jail for treating their own patients, and many people go without the medicine they need and turn to heroin or illicit oxycodone to fill their need. This eventually becomes cost prohibitive because of the simple fact that prohibition exists. Without the smuggling and risk involved with dealing drugs they would be incredibly cheap. The fact is people are going to do drugs. Period. You cannot arrest your way out of it. Why not create a reasonable legal framework that will in the end save thousands of lives. Spend the money you now use warehousing human beings for selling drugs (most of which despite what you hear, started out as addicts who needed to support their habit or just simply pay the rent), and spend that money providing treatment to addicts for free and to GENUINELY educate young people about the dangers of drug use. You may think in your head as you read this (But we can't just let them get away with it) but what is it SOLVING? The problem still exists! It's not just the drug dealer who suffers when you send them to prison. Children have to grow up without a father for their entire childhood, do you have any idea what that does to a kid? And if they was a legal way to get drugs there wouldn't even be any need for street dealers the problem would end itself! How many mothers and fathers and brothers and sisters lay awake at night with their loved ones in prison hurting. It's not a solution. Revenge and punishment is not a solution. If you arrest one dealer an addict down the road will fill the void instantly because he can't afford his own drugs due to the artificially inflated drug prices due to prohibition! You make ZERO dent. Even a large bust is a drop in the ocean. America loves drugs. Humans have been doing drugs for thousands of years and you cannot make part of the human condition illegal without severe suffering.
