Special migratory operation against Rome didn't go too well.

What you could try to do is create a huge migratory warband of like 30-40k warriors and then attack Rome in the early game while they are fighting Etruria or another Italian regional power. Should be easy enough to beat them and then you can annex them

I did a short playthrough like this as Albania where I migrated from the Caucuses to Italy and annexed Rome. Then I assimilated all of their pops (when you create migratory warbands using pops from another culture/religion they become your primary culture and religion) and I ended up having an army of like 250,000 tribal warriors and half of Italy was uncolonized (I have a screenshot of this that says 506 AUC or roughly like 56 years after game start)

I think I ended the playthrough but at that point I probably would have been able to beat and annex any other country on the map (Maurya might have been evenly matched with me though) I think this was also on Very Hard difficulty so it should be easier to replicate for you if you ever try it

This is kind of what pisses me off about imperator Rome. It is a great game, but Rome is just snowballs so fast it’s insane. I know them being strong is historical, but if you don’t kneecap or cut them off them early on they just get so insanely huge you have no chance of taking them on and it becomes “how can I survive Rome when it reaches me”.

When contending with Rome, there are no half-measures. You either do everything in your power to utterly dismantle them in your first war against them (and every war thereafter), OR you ignore them entirely and migrate to Tibet or something.

Migratory tribes are uniquely well-positioned to solve a lot of the problems you faced this campaign. You can start a migration from any settlement with a plurality of your culture and religion; resettling those pops elsewhere results in the ENTIRE migration turning into pops of your culture/religion. Repeat this process again and again in places you colonize/occupy can quickly result in armies of hundreds of thousands of steamrolling and, well, "assimilating" anything in their path.

Winning the game with this isn't as fun as pulling off some stupid RP. Like with the good ol' Terra Indomita mod to make the Dutch East Indies or Hungary a reality (and a metropolis) a couple millennia early. Or getting fully occupied by one of the randomly spawning barbarians to turn into a migratory tribe of that culture and religion, so making it possible to form Albion as Anglia, or turning Epirus into the new Babylon in Burma, or something along those lines.

We know the history of the Franks, but no one talks about the Bobs.
