The biggest neutral party to side here with is indonesia and AESEN. We are fine with them being neutral or growing to be the regional or superpower of the region. If they can check chiba they great the US doesn't need to be there. China though is turning all of SEA against them because of the 9 dash line.

The US is fine with Vietnam doing what best for their country here. As they border China and need to walk softly. That being said we respect their abilty to fight and with their huge expat community here, there is a bit of shame and forgiveness the Vietnamese understand. That why were fine with vietnam dustrusting us here we kind of deserve it but understand how important they are.
