They are both right. Yeah, that is Jock's money and company, but it would have been professional or good budiness practice to just tell Bobby, "Hey, Bobby, just wanted to let you know I took out $10 million." That way, Bobby isn't scratching his head trying to figure out why $10 million is missing from Ewing Oil. Bobby wasn't telling Jock to ASK for access to his own money, just let him know that it was Jock who took the money.

Jim was a great actor! Dallas was such a fun series ! People today just won’t know the thrill of anticipation!
But .. we never liked the character of Jock all that much. Jock definitely taught JR to put greed ahead of most anyone .
