Lack of transportation, low disposable income, high theft, and poor net margin of the business all seem to be potential causes.
There are some other situations such as a declining city population but this video is not about such obvious situations.
Dollar stores have been villainized as one of the main reasons for food deserts and the closing of grocery stores but in reality they are meeting customer needs more favorably than grocery stores by providing lower priced items, numerous conveniently located stores and have a business model that can survive higher shoplifting or theft rates.
