Won't boot up high speed fan when plug is on or power on for few sec black screen

Wouldn't it be better to just replace the board if your unable to trouble shoot it that way?

hey a have a MacBook Air 2012 a1466 , but the fan doesn't turn on when I turn on the machine....do you know why this is happening? the fan is always off. The computer works fine but I know the fun is needed so it doesn't overheat... PLEASE HELP!!
