how can you transform a blank layer to smart object? and then you add some noise to them?
my photoshop 2018 can't do this command. because the layer is empty.

Is there a way to add noise to separate sections of the photo instead of the entire thing?

what would be the difference between adding grain through another layer compared to adding grain directly to the photograph? Does it compromise quality or something?
