The most common for 2D is Clip Studio Paint EX, RETAS Studio, TVPaint, CACANi, OpenToonz, and then Moho. Anything else is so minor and use case specific. For 3D Maya, 3DS Max, Cinema 4D, and Blender are commonly used.

you should change "Anime" to "Animation" instead, as Toon Boom and Adobe Animate are mainly used for western cartoon. It isn't really popular in Anime production, they usually use these softwares :

Storyboard : Storyboard Pro/ any drawing software
Keyframe and Inbetween : Clip Studio Paint/ TV Paint/ OpenToonz
Compositing : After Effects and Adobe Premiere
Background : Photoshop
3D(for base background or animation scenes with crazy camera movements) : Blender/ Maya

Toonboom is good but the function looks confusing at first but you get use to it. Adobe Anime the dealing with vector you need to have things in large file to sketch, sometimes its trash so you need to always save. (But vector are cool to play with tweeting) Character Anime is for puppet animation not anime. Moho is another puppet animation program .

Open toons and CSP is good for animation , Blender is good for 2d and 3d, but make sure to focus on what you want to learn since there alot option in the program. Pencil 2d is good if you are a noob at animation it's weird program when it come to cel-shading. Cacani is a better version of Adobe anime , TVpaint is awesome but the panning function is weird, you need to bring to After effect or some editing program. Krita is good so far but I never found out how to Pan objects and Tahoma is good too, the functions are a bit confusing at first . RETAS Studio they don't use no more, I think Japan still does.

I love blender, doing 2D animations in a 3D environment opens up a lot of options for backgrounds and cool effects, Best advice I can give you is to stick to 1, using multiple will only take more time and confuse the hell out of you.

Anime mostly is a classic frame by frame animation. While Toon Boom Harmony, Moho and Adobe Animate are the tools for rigged animation. Their use in the anime production is just a drop of water in the sea. Clip Studio Paint is the real weapon of choice for the anime production. RETAS and TVPaint are also still very popular in Japan, and you didn't even mention them. The usage of CACANi is also just a drop of water. Mostly it is the abandoned product at the current time.
Besides it's incorrect to talk about any specific product for anime production. Actually too many products are involved in the process, including Blender, 3DS Max, After Effects, Premiere Pro, Audition etc.

The only ones used for anime production are clip studio paint, RETAS (older version of CSP), and TVPaint, Ghibli uses OpenToonz but its not widely adopted. Toon Boom/Moho/CA are western animation, adobe animate is a horrible software, blender is cool but is mostly unused in actual productions. The other softwares I've never heard being used at all.

Is not Toonz. Is OpenToonz. And you omited many tools and features this software has, as bones, mesh, vectorial/raster levels, 3-axis position, a large FX catalog and others.
