From what I've read, Ninja and Shinobi are one and the same, actually, they were known as Shinobi no mono in feudal Japan.

Ninja is politically used Shinoby are used by the ninja and often a shinoby has no master. And is an adversary to the ninja.

short answer: theres no difference, they are different names for the same thing.

one thought that occurred to me is that perhaps ninjas were used for industrial espionage during the meiji period?

what if every country had ninjas but we only know about japans ninjas because they were so bad at being ninjas?

Ninja 忍者 (known as “shinobi”忍び in Japan) were essentially ye olde equivalent of secret agents, whose role involved espionage, sabotage, infiltration and assassination. Where the samurai adhered obdurately to their principles, the ninja were a very different story, using covert means to achieve their ends.
