I mean anyone can dodge the attacks of enemy if they are only dodging not doing a single damage.
This keqing barely comes to deal damage and then goes back.
And if this keqing is good then tell me i really want know.

Keqing is a legend. I'm so done with ppl trashing her because she isn't "meta". Imo "meta" is another term for relying solely on the character. Keqing is a god in the right hands and with the right effort and investment she can be like the one in this video.
