Manifest Destiny was the idea that white Americans were divinely ordained to settle the entire continent of North America. Maybe the plan was to focus on espionage and tracking their systems to establish a secure home.
Having Canada letting in so much outside business would garner 'friends' as they need to protect investments and an enemy targeting Canada would be a threat to everyone in them.
Keeping things safe would allow keeping that advantage and though building computers were there, the team would have be led by the current wizards and that could put certain things in jeopardy.
Having the operation end with a large sweep in espionage would allow the country to utilize the people left as they have been tested and tempted to go into those deals, showing security in them and a team, integrity.

This would allow Canada to have threat available for everyone and they would know it was there.
The country could venture into solo projects that would net income and take negotiating power away from the US winning favour for Canada and allowing the country to have a much larger creative footprint in themselves and other countries.

Growth will allow funding to be there in mega projects like closed economies which while established in other places that are profitable, untested in new places unestablished and without identity.
It would have a previous identify however, most likely very negative.

Canada has been neutral in combat and force, and with industry creating a overall positive reputation.

Yes, if people tried for that it would be something to be proud of.

Vector lines on map that shows the borders vs the hand cartography map drawn has a difference... The actual landscape and border line has become vector smoooooth line in reality too.
