So you have an organization that is invitation only to join, that's self-policing, has no clear command structure, and has vast, sweeping powers the limits of which are fuzzy and hard to define. And yet people are surprised it's riven by in-fighting, prone to massive abuses of power, and does as much harm as good.

Basically, when an Inquisitor shows up, you know the situation is either going to vastly improve, or get massively worse. It's no wonder the majority of people prefer to just stay below their notice, guilty or innocent.

After all, innocence proves nothing.
