Ummmmmm an epoxy stick would do that in a heartbeat. Just use an 80 grit piece of paper and get a half inch around the hole on the outside and an inch on the inside. Then knead the epoxy stick and make a pancake the size of the hole but pike a half inch thick. Then use thinner to smear the epoxy pancake onto the sanded part of the fender on both sides and shape it. Then you sand it down and block it with a nail file cut with scissors or a paint stick cut in like 1 inch pieces and use rubber cement to glue the sand paper on the pieces so you can block it with them. Do 80, then 150, then 220, then 409, then 600 and tape it and prime it with a plastic primer. Then you can use 400 and wet sand it then 600 wet sanded.
Then tape it and spray it. Blending it is a little different though. You will have a line unless you paint the whole thing or you do a j blend/ cut it in with a solvent blend method. That is when you spray a solvent on the part you paint and blend in the old qith the new. It isnt the easiest thing to do and is impossible with a 2 square inch section but i would iust paint the whole thing after scuffing it with 220 then just prime that thing and then 220 and 400 wetsanded and 600 wetsanded then spray color and then wait a few hours and use a heat gun and then put on a two part clear like spray max high gloss clear. You will have a better product. You could akip a few of the steps i suggeated but i wouldnt. Glazing putty made by 3m is good atuff for plastic in thin coats. But that fender is like $20 new and painted if you can find it. 😊

Si no tienes técnica para fundir las grapas con el plástico, le puedes hechar pegamento epoxico, es más rápido y de mejor acabado.
